Item Fulfillment through Web Services

I am attempting to bring in Item Fulfillment through web services and I cannot seem to do a partial fulfillment, only the entire Sales Order. In fact, the process doesn't seem to require any line items at all, it fulfills all open lines on the order regardless of how many items I pass in.

Anyone seen this sort of behavior in item fulfillment's before? Any ideas about how to make it work more like one would expect?
