Enter Content Description for Package 1...why???

We are receiving the error of Enter Content Description for Package 1 when we are trying to mark a package shipped in an order. There is a field Content Manager but it doesn't allow you to enter anything unless you pick the Priority Alert field above, when doing that it allows you to enter something but still get the same error when trying to save it. This has never happened before and we ship internationally on a regular basis. Please help!!!:h_a_w:
