Quotes that are processed turn to closed right away

Before I try to say this is a problem I am hoping someone has some ideas or can confirm this is not right.

Once a quote is created it is saved and has a status of OPEN showing on the top right corner.  Then let’s say the customer proceeds so we click on the SALES ORDER button.  Once this is all said and done, I now have quoted that show CLOSED.  I do not think this is right, it should show processed.

In the system history it shows the following:

Change - Document Status  - Processed  - Closed
Unset  -  Probability            -        10     -  (BLANK)
