Scheduled Workflow Execution in Sandbox

Since the 2013.1 upgrade, our scheduled workflows in the sandbox aren't running reliably.  They either don't execute at all or never finish the execution.  I've tried initiating/processing the workflows via a mass update and they still don't finish the execution.  This is making it impossible to test anything. 

Is anyone else having this problem?
