Inventory Adjustment Location - not saving after edit

Here is a description of the issue:

-Customer created multiple Inventory Adjustments just to zero out the quantities of these items.
-They activated the items for the purpose of zeroing out their quantities and values.
-Since the location of the transaction is not being saved, it does not affect quantity of the location that they need to zero out.
-There are approximately 10 to 500 transactions with location prior to MLI for each 200+ items affected.

Can anyone please assist?
