UPS calculations are running amuck

The people that process our orders are seeing some strange behavior. One person said they can switch an order back and forth from residential to business (and recalculate shipping each time) and each time get a different number (all within a narrow range). I've also been told that sometimes changing from residential to business (with no change to the address) is now calculating HIGHER instead of lower. Business should always be lower. Finally, I've been told that the web-store shipping prices are NOT always matching back-end shipping calculations.
