Create user event not firiing script in before load

Is anyone else seeing this? For custom record.

View records in list and click on New ... button. User event for before load does not fire. Edit an existing record, User event fires. Do a 'Save & New' from an edited record and the user event fires.

Frustrating these constant bugs.
