Error Code 403 trying to open Forum Page

I have a new administrator that is setup in NetSuite as an admin, system admin, full access and NetSuite help center (not basic) roles.
When trying to open the page to register she gets the error noted above. There is no firewall rule that blocks this as I have registered just fine.
I have the same roles (plus a bunch of customer ones but they are functional in nature).  Any ideas what might be the problem? Thanks
