Paypal Transactions Missing

Just to let you all know, we are experiencing missing Paypal transactions under Case #2041401 Update : Defect 311472: Missing Paypal Transaction
In these cases leads become customers but the payment on the Billing tab is blank and no transaction is recorded by Paypal.
