Implement a Production-like Sandbox/ Platinum Sandbox environment...

Couldn't find a good category to post this so I figured this was category was as good as any since I am sure this has been discussed here.

As you can see it has been release to Production but no further information.  Do all sandbox accounts get this automatically?  Is there an additional charge for this?  If so, how do we get this?
