Not enough Lot Controlled items in Lot to Approve Sales Order when there are plenty??

Currently experiencing an issue with our lot controlled items.

We cannot approve the Sales Order for an assembly that contains a lot controlled item,
ERROR MESSAGE: This lot controlled item does not have enough in lot XYZ

even though we only need 8 of these lot controlled items to build the assembly and lot XYZ has 55 available...?

Also, this often occurs around the time we receiving more of the item into a new lot. Why this error when there is clearly plenty of items available in lot XYZ?
