How to accommodate development and testing needs?

Hello,

We are in the middle of implementing Netsuite for the first time, with Sandbox due to expire at the same time as we go live.

What do you do for development and testing, and did you particularly need the Sandbox functionality when you went live?  I have worked with SAP before, and am accustomed to having 3 accounts - Live, Test and Development.  I don't want to waste my company's money, but am feeling a bit lost without that structure!

How do you accommodate your testing needs?
