Can't change categories in Tabs

I have added a new category in a tab and also re-ordered the existing categories and removed a category. The removed category no longer shows but the new category is not visible. The order of categories will not change either. It is not a caching issue as I have tried looking at the site with different browsers and the old order is still being shown.

I can see the contents of the new category by typing the URL directly into my browser but the category does not appear in the at the top level, so you cannot browse to the product from the home page, you would have to know it is there.
