2FA user unable to check the 2FA checkbox "Trust this device for 30 days.."

I've updated our Roles for two-factor authentication to be required and set the Trust duration option to 30 days.  I have a user that is unable to check the Trust checkbox.  It displays but acts like its read-only.  Anyone else having this issue?  Everything looks fine on the 2FA page for the Roles...
