Importing Notes Fields

Can anyone at NetSuite comment if/when notes records will be searchable or exportable through either GUI, smbXML, or webservices?

Also, under version 10, we were never able to get a proper time-stamp for a note record being imported via smbXML.  (We can get the date, but the time always is set to 12:00 am, even when another time was provided).  Is it possible now to import a note record with full date & time?
