Updating Items via CSV

I have come across a problem when updating items for a mass price update.

I am using the International version of Netsuite, so we use the fields "Sales Tax Code" and "Purchase Tax Code".  Understandably these are mandatory fields when adding new items.

The system also makes these fields mandatory on NON-REPLACING UPDATE queries. 

From our point of view, imported items and domestically purchased items have a different purchase tax code.

The problem gets intractable as there is IMPOSSIBLE to get an item listing with the "Purchase Tax Code" field from ANY QUERY in Netsuite.  So I am stuck manually updating the field to make a simple mass price update (in fact adding a new price schedule).
