Budget Import

I am trying to import our budget from a csv. file; upon selecting the file and saving, a message comes back that says I have imported successfully, but yet the budget is blank.  I am obviously missing a step; can anyone fill in the blank for me?  The help documentation ends at the save button, so not much help there.

I see version 2008.1 offers an enhancement to the budget import, as it will be a part of the standard import wizard....
