Problem Importing Notes

I'm having trouble importing notes to Prospects.  I want them to go to Prospects>Communications>User_Notes.  I've tried using both the External ID and Internal ID of the prospects and I've tried setting the data handling to both Add and to Update (Not Add or Update).  What am I doing wrong?
