UTF-16 support?

I have output coming from an app in UTF-16 on regular basis.
I can upload it in Excel and re-save it as CSV again and it does not have any problems.
But trying to load the file directly is an issue.

Is there support for UTF-16 in NetSuite.
Or is there a work-around for it.

I want to automate the process in the near future.
I cannot change the output and do not want to use Excel to upload and re-save.

Are there any free (or paid) apps to handle UTF-16.
