Audit Trail - See when and how often Employees login?

Is there a way to see when employees log in?  The situation is i have some employees who don't do many transactions so they do not show up on the transactional audit trail.   How can i see a report of who logs in and for how long?

I need to make some decisions on how many seats/licenses i really need.
