How Do I Increase Payroll Liability Amount?

How can I increase a payroll liability amount?  We are required to pay over the stated "pay payroll liabilities" screen amount because of the credit reduction. I cannot increase the liability amount in the "pay payroll liabilities" screen - I can only pay less than the figured/stated amount.

Along the same lines, what if we receive a state credit? I know I can reduce the liability payment amount, but the balance just sits in the liability account. Is there a way to reduce the liability by the credit amount?
