Allowing users to edit Administrator Employee Records

Right now, it looks like the only way that a user (such as in HR) can edit an Administrator record is to give them Administrator access as well.
This is causing a little concern internally -- is there any way to give them access to edit our records without giving them all of the keys to the kingdom?
