Server-side PO code not running on web orders

I have a server-side script that executes whenever a PO is created or modified.       When an SO is manually entered for a drop-ship item, it automatically executes.  However, when an identical order comes in through the web (set as pending fulfilment) the script isn't called.

The script is available to all users and runs After Submit.

By the way, the context filter has been disabled.

Has anyone experienced this?
