Make it so customer can't buy only one item

For many of our items we offer items such as plug installations, where the customer picks out which plug they want and we install it on their unit.

We're having a problem where people are buying only plug installs - no units (or anything else, for that matter). How do we make it so that the install can't be bought alone?
