Display Ship To addresses from different customer

We had some customizations made to our implementation, so that Distributor, Reseller, and End User customers can be chosen on a transaction (op, quote, order). This way we could bill a reseller and ship to the end user. Apparently, there is a script which will set the entity equal to which ever type of customer we set in a Bill To Tier pull-down.
This populates the addresses (billing and shipping) with the addresses for that Bill To customer. We would like to be able to set a second pull-down for Ship To tier, so that the shipping addresses can be populated from 1 customer and the billing addresses can be populated from another.
