Credit Card settings for test mode

I have the Test Mode enabled under Setup>Accounting>Credit Card Processing,
but still I am unable to use a test credit card number Visa - 4111111111111111.
When I create an order, I get the payment hold warning.
Is there any other settings that let me use the test credit card?
