Partial Restriction on record type by role

Is it possible to restrict a certain type of a record to only one roll or two? For instance, I would like a case that is a certain category to only be viewable by one role. Meaning it would not be visible in searches to all but those in the role it is for.

I ask because I want to roll change matrix's from our HR dept through as cases rather than a custom record. It would be easiest to assign to the next person in the checklist - IT, Accounting, HR, etc.

I can't think of a way to do it but I don't know everything. Thoughts?
