Setting READ ONLY on User Notes Date & Time fields?

Hello - I have a requirement to make by default across all forms where user notes are used, to make the date and time fields on those forms read only on creation and save. They do not want anyone to edit this field.

Any thoughts in doing this in a script or workflow?
If so, how do I go about it as I have minimal training in scripts and workflow.
