Assigning a specific amount of leads to reps?

So my company is currently debating switching up the way our Lead Generation department functions. Currently we have our Lead Generation department assigned to Geographic territories but this may be changing. I'm curious about a couple things:

If I have a list of 10,000 leads in a bucket, is there a way for me to tell Netsuite to assign a random 1,000 of these leads to a certain rep?

If this is not possible to do within Netsuite, would I be able to write a script to do so for me?
