Move Access Subtab?

I am trying to merge duplicates. Unfortunately I have lots of them and in order to do so I have to remove access on the dup. This involves editing the customer, clicking the System Information tab, clicking the access subtab, unchecking Give Access and then clicking save.

If I could move the Access subtab to be a main tab off main it would not only reduce the number of clicks but also save having to wait for the load time.

Is there a way to move this subtab as per the diagram below?
