Saved search on Box.net bundle possible?

Hello,
I want to create a saved search on a Bill. that if there is no box.net file attached to the Bill it will send an email to the creator of bill which will be checked twice a day. how can i do that? Can someone here advise please?

Box.net bundle i am using has id : 28044 ,
