Fighting with Subtabs

Two SubTab questions that I can't get answers for from SuiteAnswers or Help due to how prevalent my search terms must be.

1) 
I can't consistently get my custom forms to respect the 'ordering' of my child subtabs under their parent.  I have a case where I have 'Sales Engineering' 'RFP' and 'Proposal' subtabs under a parent tab (Solution), and despite being ordered that way on the Subtab list, they show up as RFP / Proposal / Sales.  Is there an easier/better place to set the sort order?  Since these are subtabs, I can't just change the order on the 'Tabs' list.
