What's the best way to go about building my netsuite theme....

While i have a live site up and running currently that I cannot take down? I already have ruled out sandbox and multisite functions as they would push us out of our budget - I have my design already done just need to code it. The current site is utilizing HTML4 - which I am going to be bringing the site into HTML5 / CSS3. I thought about going the independent HTML file route - but i am somewhat of a NEWB when it comes to netsuite development so I would like to get some information about developing a netsuite
