NSClient - Fulfillment option - INSUFFICIENT_PERMISSION

I have downloaded the NSClient and successfully pointed it to the sandbox.  I'm able to display sales orders, however, when performing the fulfillment option, I receive the following error:

[Error]: [Code=INSUFFICIENT_PERMISSION] You must have  'Transactions -> Fulfill
Sales Orders' view permission to view sales order fulfillments.

The user has web services role that has Sales Orders, Item fulfillment, fulfill orders and find transactions permission.  All permissions are full.

Does anyone have any helpful hints on why the NSClient is receiving this error.
