XML or CSV Customer Import Not Working

When I try to import new customers into Netsuite using either smbXML or CSV, I get the following message:

"The taxItemHandle or taxItemRef element on customer is not supported in this edition of the product."

We are using the Canadian edition of version 11.

Suggestions?
