Sales Tax Reporting

Our buisiness is in Walton County Florida. We have different county sur-taxes here and we are having alot of trouble getting NetSuite to calculate and report these different taxes correctly.
One of the main problems are that some of the county sur-taxes are not flat rates. They may be capped at a certain dollar amount and simply adjusting the tax rates will not work.
I have downloaded the state tax tables and they are not much help.
I am at a loss as to what to do.
Any help would be appreciated.
