multiple location inventory feature

we want to start using this new feature but need a couple questions answered.

first off is it possible to use multiple location inventory for only one location?
we have a new location set up and there will be no history for it so we'd like to keep our current pref stock levels & reorder points for this new location.

secondly is there a way to have the multiple location inventory turned on and NOT use the seasonal analysis feature? we can't just leave the quantity at 0 the system won't allow it.
