Permission Violation

We have a Bill, History, Links, Print report that gives us the following error when we try to view it form any role other than administrator. The error is:

"Permission Violation: only the adminstrator may currently access this page."

To get there open a bill that has history, such as a credit that has been applied. Click on the History tab, then the Links tab and press the Print button above the listed links. 

Any idea on what permission I need to set so others can view this report.
