External ID?

So I have noticed for awhile that the "external id" is now available to access in search fields and results.  My question is what is this exactly?  I remember on a previous thread discussion about how the external id is suppose to be the "handles" that are transmitted back and force in smbxml transactions.  The reason I am confused is that I currently use handles to reference items in smbxml transactions but when I look at the external id for that item, it is blank.   I'm guessing the external id is set only when we assign a handle to the
