Building an self serve online assessment tool in NetSuite

I've got a rather challenging NetSuite situation. I'm trying to build a self serve online business assessment tool using a survey and/or a knowledge base in Netsuite. Something like a kind of expert system tool. The idea being to create a series of questions which when answered will trigger an appropriate response from the knowledge base. Has anyone here attempted this or it is easier to use external software altogether?
