Tag substituion

I have created custom navigation on my site using tag substitution. I however want to amend this navigation.

I navigate to the category, and then click on tag substitution and then substitution value, paste in the additional vale try and save get the following error message:

"The record has not changed. Do you really want to submit it?"

anyone else having this since upgrading to 2007?
