Inventory Item Quantity's not accurate

Is anyone else noticing something similar?
We go into the item master & click on the inventory tab & for one location it show we have 9 available, which we do, BUT the other location shows we have 9 committed, when we only have 3 committed.  If you click on the Serial tab & limit your view to the one location, and click on each serial number it shows 3 are committed & the other 6 are available.
Now when you go to enter an order for this item & location, it shows 0 available BUT when you click on the Serial Number field it shows the 6 serial numbers.
Now, when you go to reports & look under Inventory Activity Detail, it thinks theres 18 available.
