web services customer sync error: "Invalid State Reference key XX"

Our account was migrated to 2008.1 over the weekend, and since late Friday night we have been unable to create customer records via web services.  This morning, when I attempt to create a customer record I receive the following error:
"Invalid State reference key GA."

That's for a customer with an address in Georgia.  I have read the 2008.1 version of the records guide, and it still lists State as a string record with no special notes.  Does anyone know what the value is supposed to be?
