No Shipping Options show in webstore

Since upgrade, the shipping options are no longer on the shipping page or the review/submit order page of checkout.
Working with support, we determined that this is caused by the new multiple carrier feature. This puts a filed called "Carrier" on all customer records (under financial tab). Even though we have our default carrier set to UPS, this field defaults to "Other" on all accounts. If we manually go in to a customer record, we can change this to "UPS" and all works fine. This applies to accounts being created at the time of ordering as well as all existing customer records
