Can workflow manager be used to assign ship-from locations?

In a multi-warehouse scenario, can workflow manager be used to assign ship-from locations?  Specifically, can it be used to identify stock qttys, zip codes, etc and assign the ship-from location on a line item basis (not just per order?)  Any caveats to using workflow manager for this?
