Where to make search PUBLIC?

Where is the "Make Search Public" option on the SAVED SEARCH?

It used to be just below the ID of the Saved Search and now its gone and I couldn't find it.

All my searches created in the new interface are Private by default, somehow and I want to change it to PUBLIC.
