Sales Tax broken again ... v2010.2

Just today NetSuite started NOT charging sales tax on all orders that should be charges sales tax.  We had it set to ONLY charge sales tax on Illinois orders.  Now it doesn't charge sales tax on those orders.  It happens on both in-house orders and web-strore orders.

Is anyone else having this issue?
