Payment Events not available to WorkFlow?

Trying to create a workflow to automate the handling of Payment Hold transactions, but it seems that WorkFlow doesn't have access to these fields in it's criteria.

I thought 2010.2 was supposed to come with a full version of WorkFlow which could access all fields?
