Radio Buttons Several Layers Deep

Hello,

Since the 2010.2 update, we have some useful Radio Buttons embedded deep within some forms. For example, Invoices>Communication>Messages has several buttons, namely Email, Attach, Letter, PDF, Fax, etc. I'm trying to include some of these items in the Create New drop down on the main screen. In the past, there was a customize function on this Create New bar.

Specifically I'm trying to include the "Letter" on our Estimate form in order to perform letter merges.

Does anyone know how to add items to the Create New menu?
