Promotion Code calculation error?

Hi,  we appear to have noticed an incorrect application / calculation relating to promo codes that has changed since our upgrade to 2012.1.

Before the upgrade the promo code correctly calcuated a percentage discount even if one of the line items on the sales order was a line item discount.

After the upgrade, the promo code calculation does not include the line item discount on the sales order....  This means that the promo code discount is over stating the expected level of discount being provided to customers....

Has the nature of the calcuation changed and if so, was it included in the release notes?
